Fatal intercommunal clashes reported in Mandera county October 23

10/25/2020 (Kenya) - Intercommunal clashes in Lafey (Mandera county) resulted in at least three fatalities on Friday, October 23. The clashes involved the Murule and Garre communities and reports indicate that members from the Murule community fired shots at members from Garre, prompting a retaliatory attack from the latter. The clashes reportedly resulted in the local governor calling for a ceasefire and dialogue between the community leaders.
A heightened security presence is expected in the area over the near term and further clashes between rival communities are likely over the medium term.
Context
As in some other rural areas of Kenya, deadly outbreaks of communal violence driven by competition for access to natural resources and territorial disputes are occasionally reported in counties bordering Somalia. Limited arbitration mechanisms in tribal areas have limited the impact of local and government-led mediation efforts, fueling cycles of clashes and reprisals. The widespread availability of firearms and limited security presence has generally resulted in high death tolls.

Those in Mandera county are advised to monitor local media sources for further updates on the incident and any associated security operations and heed any directives issued by local authorities.
