Malian Armed Forces accused of abuses in Mopti region October 22

10/24/2020 (Mali) - The Malian Armed Forces (FAMa) have been accused of carrying out a revenge attack against the civilian population of the village of Libé in Bankass Cercle (Mopti region) on Thursday, October 22. The FAMa reportedly surrounded the village and opened fire before setting fire to houses, causing the inhabitants to flee. Local sources report that at least 15 bodies have been found, with the majority of the village burnt down. The alleged attack took place as part of an operation against Islamist militants in the region, following a double attack last week against a FAMa base and civilian bus, killing at least 24 people. The allegations have been dismissed by a FAMa spokesperson.
Further FAMa operations and militant attacks are likely in Mopti region over the near term.
Context
Due to the presence of various armed groups, Mali's northern and central regions remain unstable despite the presence of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), one of the largest UN peacekeeping missions in the world, a French-led intervention launched in 2013, and regional security efforts. Areas along the border with Burkina Faso have become particularly unstable in recent months, as militant groups increasingly operate across the frontier.
The security environment in Mali remains complex, particularly in the north and central regions, and those in the country should heed any directives issued by local authorities. Professional security advice and support should be sought prior to travel.
