Large crowds expected statewide in run-up to Bihar elections October 23

10/23/2020 (India) - Bihar state officials warn of possible unrest and spread of the coronavirus (COVID-19) in the run-up and during the state elections, planned between October 28 - November 7. Thousands have gathered at rallies in recent days throughout the state, although most have remained peaceful. As of Friday, October 23, Bihar has reported a total of 208,000 COVID-19 cases and 1,019 associated fatalities. The total number of cases in India is 7.76 million with 117,000 deaths.
The rallies will likely be accompanied by a heightened security presence and localized disruptions to transport.
Context
The 2020 Bihar Legislative Assembly election will be held to elect members to the Legislative Assembly. The election will be held in three phases for a total of 243 seats; the first for 71 seats on October 28, the second for 94 seats on November 3, and the third for the remaining 78 will be on November 7. The results will be announced on November 10.

Those in Bihar are advised to monitor the situation, avoid the demonstrations as a precaution, anticipate disruptions to transport, and obey all instructions issued by local authorities.
