Congolese Army Claims Killing FDLR Commander in Rutshuru Territory, North Kivu Province

09/19/2019 (Congo (Kinshasa)) - The army of the Democratic Republic of Congo released a statement on Wednesday, 18 September, stating that its forces have killed the leader of the Democratic Forces for the Liberation of Rwanda (FDLR) militant group, Sylvestre Mudacumura. The commander was reportedly neutralised, alongside other members of the militant group, by the armed forces of Congo in the Rutshuru territory of North Kivu province. The FDLR is a militant group that has operated in the eastern parts of the DRC since the end of the genocide in Rwanda in 1994. The Rwandan government have previously cited the FDLR presence in the DRC as justification for operating across borders.

Those in the eastern provinces of the DRC are advised to monitor local media sources and liaise with in-country contacts to remain apprised of security-related developments in their particular area of operations. Travellers should heed any directives issued by security forces and local authorities and abide by any extraordinary security measures which may be in place. Personnel operating in the DRC are advised to regularly review their crisis management plans and security measures to ensure they remain commensurate with the evolving local threat environment.
