Update: President Unhurt as Blast Kills Dozens at Election Rally in Charikar, Parwan Province

09/17/2019 (Afghanistan) - International media outlets on Tuesday, 17 September, report that at least 24 people were killed and more than 30 injured in a bomb blast near an election rally held by President Ashraf Ghani in Charikar, Parwan Province. A campaign spokesperson said that president was present at the time of the explosion but was safe and unharmed in the attack. Attacks have continued across the country as it prepares for a presidential election later this month. There was no immediate claim of responsibility following the attack.

Afghanistan remains an extremely high-risk operational environment, and deployments should only be undertaken with the strictest possible security risk management procedures in place. Members should maintain a low profile and use a vetted security provider that offers close protection and emergency response services. Minimise time spent in the vicinity of places of worship, security checkpoints, security headquarters, and government buildings as these are among the primary targets for militant attacks.
