Separatists Hold Shutdown Strike in Kashmir Valley after Civilians Killed in Kulgam District, Jammu and Kashmir

10/22/2018 (India) - Separatists have called for a shutdown strike in Kashmir Valley on Monday, 22 October after seven people were killed in an explosion in the Kulgam district on Sunday, 21 October. The civilians were killed after security forces failed to properly clear an area after an encounter with militants. An unexploded shell then detonated as civilians returned to the area, killing seven people and injuring many others. There were reportedly then clashes between villagers and security forces after the event, as locals blamed security forces for the deaths. As a further response, the Joint Resistance Leadership (JLR) announced a shutdown strike is due to take place throughout Monday, with schools and colleges across Kashmir closing and exams being postponed. Train services will also be suspended and many shops, private offices, fuel stations and other business establishments will be shut.

Members in Kashmir are advised to exercise increased caution and should anticipate travel disruption resulting from the strike and any associated protests. Travellers are advised to minimise time spent in the vicinity of any associated protests or demonstrations due to the risk of exposure to potential crowd disturbances, opportunistic crime, and heavy-handed police response. Monitor local media sources for further updates on the strikes and general security situation.
