Civilian Casualties after Militants Killed in Security Operation in Kulgam District, Jammu and Kashmir

10/21/2018 (India) - According to local media reports, four civilians were killed and at least ten others were injured after an explosive substance was detonated in the Larro area of Kulgam district of Jammu and Kashmir on Sunday, 12 October. The civilians were harmed after reportedly returning to the scene of a security operation where security forces had been involved in a gunfight with militants despite warnings not return. The security forces reportedly killed three militants in an encounter with militants hiding in a house in the area, but were still conducting search operations when civilians returned to the area and triggered an explosive device to detonate. The encounter comes two days after five militants were killed in two separate encounters in Kashmir Valley and after another gun battle occurred in Pulwama district on Saturday evening, 20 October.

Members in Jammu and Kashmir should monitor local media sources for further updates on conflict developments and heed any directives issued by local authorities. Due to the persistent threat from militancy and violent clashes security risk management procedures should be strongly considered. Those travelling should avoid areas with active military or police operations and should minimise time spent near checkpoints, government buildings and police headquarters, as these can often be the targets of militant attacks.
